The Obama Administration is committed to a green agenda that has not worked in Europe. The carbon cap-and-trade system has not reduced CO2 emissions, and the Spanish "green jobs" initiative has been a disaster with far more jobs lost than created, and gross misallocation of resources that has seriously damaged the economy.
