The Obama Administration talks a lot about energy self sufficiency for the US, but doesn't want to use fossil fuels for that purpose. They have taken steps to increase the cost of drilling wells by changes to IRS rules. They speak a lot about the use of wind turbines to generate electricity. They need a lot of new electricity capacity given that they plan to replace the current fleet of automobiles with electric cars.
