The police usually want a lot of vague laws that give them much discretion in enforcement. They claim that makes it easier to get the bad people off of the street, but sometimes they use the discretionary power against their personal enemies. The Federal government is even worse than local governments. They like to pass so many laws that everyone breaks them, so they can arrest anyone that they want. I read recently that the average person breaks three laws every day, and is not even aware of it. Here is a discussion of some Federal Prosecution horror stories. Does Congress care about this? Not much. Despite what I often hear about Republicans wanting to control people's behavior, the Democrats are far more prone to criminalize everything. They have included a lot of new criminal behavior in their various proposed healthcare reform laws.
